Town Hall Meeting – News from the Board

NEWS from the Board 

The Board made the decision to request a new Community Manager from CMA. Jessica Goodman is no longer our contact. Our new Community Manger is Amanda.  She can be reached via phone at 314.878.0025 x 122 or by email at Amanda@cmamgrs.com.  To help Amanda, an assistant has been assigned (Natalie) to ensure the service to Springhurst meets our expectations.  A mailing will be going out to all residents introducing our new rep. 

The Springhurst PORTAL is available to all owners. https://cmamgrs.vmsclientonline.com 

The Portal will provide Association documents, account balance, ability to make payments, along with access to an array of other information (including the monthly General Ledgers).  Owners were sent a notice containing the portal address, account number, and password – if you did not receive please contact Amanda at CMA for this information. 

The official subdivision website is: www.villagesatspringhursthoa.com.  This is where you will find our governing documents, Architectural Request Forms, community events, news, garage sale dates, etc.   

Due to an oversight on the voting member notice that went out, owners in the Townhomes will have the ability to declare their candidacy for a voting member position.  CMA did not receive any nomination forms by the January 1st deadline, so the current voting members will remain in effect.  

Social Committee – The events brought last year will be back again in 2020.  We do allocate a portion of the budget for the social committee each year and work with sponsors. 

The first Board meeting in 2020 will be held Jan 14th.  The first 30 minutes is open to residents who would like to make an appointment to meet with the Board. Please Contact Amanda for a time slot if desired. 

Important Discussion Points & Updates 

Delinquent Accounts –  We are looking at ways to deal with delinquent accounts in a more active way. 

The current number of delinquent accounts is 105.  The cumulative balance is $150,623.41.  This includes the balance owed, late fees, interest, & attorney fees associated with the account. 

The current process with CMA regarding delinquent accounts is as follows; 

  1. Late notice 
  2. Reminder  
  3. Warning  
  4. NOI – lien warning 
  5. Attorney 

Response time from CMA will now be 24-48 hours. If you find this is not the case, please contact the board directly at Info@villagesatspringhursthoa.com.  This email goes directly to the Board Members.  We are here to help, involve us if you feel you are not being given the service you require. 

Roof Damage – The entire community underwent a visual inspection the week of December 9, 2019.  Once the inspection is completed, a vendor will be sought to make the repairs. 

What do our dues cover – A list of services and what is covered will be uploaded to the portal that each homeowner has their own login to access. 

Snow Service –The contract with Lawn Groomers was amended by the board to authorize clearing of driveways & walkways at 4 inches of snow.  Lawn Groomers is responsible for the clearing of driveways, walkways, in the Townhomes and driveways, walkways, & alleyways in the Rowhomes.  The streets are under the city now.  Lawn Groomers reaches out to the board and provides an update as to their plan of action with each winter weather event that occurs. 

Facebook page: The Board is not affiliated with the Springhurst Facebook page.  The Board does not run the page.  As fellow owners and residents in the community, we will share links from the official website on the Facebook page from time to time. 

Budget/Dues 

Every unit in Springhurst pays yearly dues to the Master association. These dues cover access and repairs/maintenance to the amenities on site (pool, dog park, basketball court, playground, common ground).  The yearly dues did not increase for 2020. 

The Townhome monthly fees were increased to $135 per month for 2020.  Due to the increase in repair costs for roofs and an increase in insurance due to two fires in the community, the increase was necessary to continue funding the reserve account as it has been.  The budget for 2020 was increased by almost $16,000 for these two items alone.  For FY2019 we had $55,000 and $3,000 budgeted for insurance and roof repairs, respectively.  For FY2020, those line items were increased to $64,882 and $9,000 respectively.   

The budget is developed based on review of previous years expenditures to have a sense of anticipated expenses.  When there is a surplus of funds (if we over budget) those additional funds are transferred to the reserve account at the close of the fiscal year.    

The line item for Miscellaneous Grounds Expenses covers items that are not contained in the grounds contract with Lawn Groomers.  Items such as tree replacement, shrub replacement, 2nd application of pre-emergent for dandelions, landscaping clean up after storms, etc. are applied to this line item. 

The board reviews financial documents monthly, including but not limited to, the general ledger, checks written during that month, bank statements, and vendor invoices.  There were questions asked and statements made regarding some of the accounting.  The Board had a review of the last 24 months and no checks were found to be written out to cash.  At this time the board has not found any reason to incur the expense of an audit.
